One: Tobi is Obito Uchiha, and he somehow survived the rock crushing him (maybe with his Space–Time Migration Technique, I don't know, and I also don't know how to explain his grave) Two: It is someone who was at the Battle of Kannabi Bridge or after it, discovered Obito's corpse and took his eye. Also, in chapter 599, Naruto broke Tobi's mask, so we finally get to find out who this guy is.
